"Sir Robert Peel (1778-1850), organized London's first, pre-victorian, police force.  Prior to 1829, public order in London was primarily the responsibility of night watchmen and army soldiers.  Peel selected a short street in London called "Scotland Yard" to be the location of the new headquarters of the Metropolitan Police Force.  He initially selected black jackets, metal badges, and tall wool hats.  In 1863, the hats were changed."
